I have a question about my baby corn snake?

He tries to bite everything all the time he is about 10-12in long he isn't hungry I fed him yesterday I recently changed his substrate from coconut shavings to papertowels could that be the problem? If he bit me would it hurt? Can I make him more docile? Any advice?
